About the Board
The Topeka Metro Board of Directors is composed of seven council-approved, mayor-appointed citizens. The Board establishes policy and legislative direction for the agency. Board members are appointed to four-year terms.
The Board of Directors hold regular monthly meetings in the South meeting room at Quincy Street Station. The Board Committees – Planning Committee and Finance Committee – also meet one day per month. The meetings are open to the public.
Jim Ogle, Chair – Current Term: 09/18/13 – 09/17/21
Mr. Ogle is the executive director of Freedom’s Frontier National Heritage Area (FFNHA). FFNHA was established by Congress to tell the story of our region’s settlement, the Border War and Civil War here and the enduring struggle for freedom. He has been deeply involved in Topeka’s civic life including serving as chair of the Metropolitan Topeka Planning Organization, the North Topeka Arts District, the Shawnee County Parks and Recreation Advisory Board and Foundation, the Topeka Civic Theater, and numerous other groups and charities. Elsie Eisenbarth – Current Term: 07/01/15 – 07/01/19
Ms. Eisenbarth was appointed to her first term on the Topeka Metro board in November 2012. Elsie is the vice president, operations support at Westar Energy. She has held various financial and operations roles since joining Westar Energy in 1985. Elsie received her Bachelor of Business Administration degree in Accounting from Washburn University. Beverly Hall – Current Term: 07/01/14 – 06/30/18
Mrs. Hall was appointed to her first term on the Topeka Metro Board in July 2012, and is currently serving her second term. Mrs. Hall is a retiree of AT&T. She has a Bachelor’s Degree in Legal Studies from Washburn University and works part-time as a church secretary. She also serves on several community boards and groups. Rodd Miller – Current Term: 07/01/14 – 06/30/18
Mr. Miller was appointed to his first term on the Topeka Metro board in July 2010. He previously served three years as board chair. Rodd is a Certified Public Accountant with Stifel Nicolaus & Co. He earned a Bachelor of Science degree in Computer Science from Wichita State University. He has a long and distinguished record of association with numerous community volunteer organizations and was appointed as the employee outreach director of the Kansas Employer Support of the Guard and Reserve (ESGR), which is a Department of Defense volunteer position. Jim Daniel – Current Term: 07/01/16 – 06/30/20
Mr. Daniel has been a Topeka Metro board member since 2007, and previously served from 1989 to 2000. Jim retired from St. Francis Health Center in 2010 after 24 years as the director of strategic planning and president of Med Care of Kansas, Inc. He was a board member of Downtown Topeka, Inc. for over 10 years, and on the board of MRI of Kansas, Inc. for over 20 years. He continues as a member of the United Way Community Impact Committee for over 15 years. Jim is a lifelong Topekan, attending Topeka schools. He graduated from Washburn University with a Bachelor of Arts, and from Kansas State University with a Masters of Regional and Community Planning. He served in the United States Army Security Agency, stationed in Korea. Jim was a member of the 1985 class of Leadership Greater Topeka with the Greater Topeka Chamber of Commerce. Andy Vogel – Current Term: 09/18/13 – 09/18/21
Mr. Vogel has been a Topeka Metro board member since September 2013. Andy is a coordinator in the office of International Programs at Washburn University, a position he has held since fall 2012. He also teaches the graduate section of Academic Writing in the Intensive English Program. He received his BA in Sociology from Drake University, and a Master of Liberal Studies from Washburn University, and is currently pursuing a M.Ed. with an emphasis on Education Technology. Andy is proficient in Mandarin and lived and worked in China for five years before returning to Topeka. He serves as the chair of the Kansas International Educators and is the NAFSA Region II Kansas Representative. He also serves as the secretary on the board of the International Center of Topeka. Scott Tummons – Current Term: 05/01/14 – 04/30/18
Mr. Tummons was appointed to his first term on the Topeka Metro board in November 2013. Scott works for the Goodyear Tire and Rubber Company in Topeka and is currently in his second term as financial secretary for the United Steelworkers Local 307. He sits on several committees within the Local Union, as well as charitable and political organizations throughout the community. Scott and his wife Kerry reside in Topeka, and have four children that attend school within the Auburn-Washburn School District. Scott can be reached at email@example.com.
